It is believed that the President had offered Raila this position at his own terms and that Raila would be simply a senior most minister with no executive powers. Clearly Kibaki had ruled out power sharing with the opposition ODM party.Mr Odinga on his part had said that the only options on the table for discussion were the resignation of President Kibaki and a re-run of the presidential elections and possibly with formation of a transitional gorvernent to conduct pending new elections.
Dr Annan, President Kikwete of Tanzania Resolve the Impossible
However, the hardline positions taken by Kibaki’s PNU party and Raila’s ODM party became untenable and Dr Kofi Annan, former UN Secretaty General and Chief Mediator, suspended the talks with PNU and ODM team of eight and asked to deal directly with President Kibaki and oppostion leader Raila Odinga.
A Meeting was arranged on February 28, 2008 beween President Kibaki and Mr Odinga at Harambee House which houses the President’s Office.
The two laders were joined by Dr Annan, H.E. Jakaya Kikwete, President of Tanzania and current Chairman of African Union,H.E. Benjamin Mkapa, former Tanzanian President and a member of Annan’s mediation Team.
It was a Historic Moment when the protagonists, President Kibaki, Mr Raila and Eminent Mediation Team members emerged from their Meeting with A NEW PACT which shall lead to the immediate formation of a coalition government between PNU and ODM parties with 50 – 50 power sharing. President Kibaki and Prime Minister-designate Raila Odinga after the signing of a peace deal on February 28. The two, whose parties will be sharing Cabinet slots equally have been asked to appoint ministers who will spearhead reforms* New Prime Minister with two deputies picked each from PNU and ODM
* Prime Minister to be picked from the party leader who is also an elected member of parliament from the party with a majority of members in paliament or where there is no party with majority he would be appointed from a coalition of parties with majority members in parliament
* PM and deputies to be removed only by a Motion of no confidence by Parliament
